Staff Report for Approving Community Development Block Grant (CDBG) Agreements for FY 2012-2013 Between the City of San Leandro and CDBG Subrecipients For Public Services Grants

SUMMARY AND RECOMMENDATIONS
Staff recommends that the City Council approve a resolution to enter into eight (8) public services grant agreements with the following service providers: Building Futures With Women and Children (BFWC) ($14,718); Davis Street Family Resource Center (DSFRC) for the Basic Needs Program ($24,530) and for the Community Counseling Program ($7,008); Eden Council for Hope and Opportunity Housing (ECHO Housing) for tenant-landlord counseling services ($10,512) and for the Rental Assistance Program ($5,000); Girls Incorporated of Alameda County (Girls Inc.) ($7,008); Safe Alternatives to Violent Environments (SAVE) ($7,667); and Service Opportunities for Seniors, Inc. (SOS) ($7,667). These CDBG projects were authorized by the City Council on April 16, 2012 in the FY 2012-2013 Consolidated Action Plan.
BACKGROUND
The six (6) organizations providing the eight (8) public services programs applied for public services funds under the City’s FY 2010-2012 Community Assistance Grant Program (CAP) in January 2010, and with the Human Services Commission’s (HSC) recommendation, were approved for funding for FY 2010-2011 and FY 2011-12 by the City Council on April 19, 2010. The HSC’s CAP recommendations are for a two-year period (FY 2010-2011 and FY 2011-2012). However, rather than the release of a Request for Funding Proposal (RFP) for the next funding cycle of FY 2012-2014, the CAP/CDBG contracts for these eight (8) programs have been extended for one (1) year for FY 2012-2013 because anticipated further reductions to the CDBG program funding negatively impacted the number and types of services that could be funded. These six (6) organizations have continued to meet and exceed their annual objectives and provide needed services to San Leandrans.
Analysis
For FY 2012-2013, eight (8) agreements totaling $84,110 require Council approval. All agreements are part of the CDBG public services budget (see below). The projects have been approved by the City Council as part of the FY 2012-2013 Consolidated Action Plan.
Public Services:
Building Futures with Women and Children - San Leandro Shelter - $14,718
• Provide shelter and support services (counseling, housing placement, parenting classes, and childcare) to homeless families in crisis.
Davis Street Family Resource Center - Basic Needs Program - $24,530
• Provide food, clothing, childcare, job readiness training, medical clinic, and social services to low-income people.
Davis Street Family Resource Center - Community Counseling Program - $7,008
• Provide urgently needed mental health services to low-income people.
ECHO Housing - Tenant-Landlord Counseling Program - $10,512
• Provide counseling and education to tenants and landlords.
ECHO Housing - Rental Assistance Program - $5,000
• Provide short-term assistance for delinquent rent or move-in costs for low-income tenants.
Girls, Inc. - Family Strengthening Program - $7,008
• Provide mental health treatment services for pre-delinquent and delinquent children and their families.
SAVE - Community Oriented Prevention Services - $7,667
• Provide prevention and intervention services to domestic violence victims.
SOS/Meals on Wheels - Meal Delivery to Homebound Seniors - $7,667
• Provide support services to low income seniors.
Current Agency Policies
Current Council policy is defined by the FY 2010-2014 Consolidated Plan, adopted by Resolution No. 2010-038 on April 19, 2010.
Previous Actions
On April 16, 2012, the City Council approved the FY 2012-2013 Consolidated Action Plan which included these eight (8) programs/projects described above.
Committee Review and Actions
On October 13, 2011, the City Council Housing and Business Development Subcommittee considered this matter and concurred with the recommendation. City Council has also been briefed with this recommendation through a City Council Weekly Update.
Environmental Review
National Environmental Protection Act (NEPA) environmental reviews of each project have been completed.
Board/Commission Review and Actions
On February 24, 2010, the Human Services Commission recommended that the above-mentioned eight (8) public service projects/activities be awarded CDBG funds under the CAP Program for FY 2010-2011 and FY 2011-2012.
The Human Services Commission also convened on April 27th, 2011 and approved the 2nd year (FY 2011-2012) CDBG funding, which was reduced by 17.27%, for these public service project/activities.

The public services projects will cost $84,110 and be funded by FY 2012-2013 CDBG monies in these account numbers:

Budget Authority
Budget authority for CDBG funds is derived from Title I of the Housing and Community Development Act of 1974 (24 CFR 570 et seq.). Budget Authority for HOME funds is derived from the Federal Home Investment Partnerships (HOME) Program (under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended).
