SUMMARY AND RECOMMENDATIONS

Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing the City Manager to release the maintenance bonds for the subject project upon successful completion of the one-year maintenance period.

BACKGROUND

On March 2, 2009, the City received a Project Grant in the amount of $3,740,998 from the East Bay Regional Park District (EBRPD) pursuant to the Measure WW Park Bond. The funds are for the acquisition and development of neighborhood, community, and regional parks, and recreation lands and facilities. City staff asked residents for input on how they would like the money spent, and then chose to proceed with the top ten projects.

The subject project received an allocation of $988,000 to renovate three group picnic areas (the Seagull, Mallard and Otter areas) at Marina Park. These three picnic areas were over 40 years old, and their original wooden shade structures were removed several years ago due to deterioration.

Analysis

Construction is now complete and was performed in compliance with the contract documents.

The project completely reconstructed the Mallard, Otter and Seagull group picnic areas with new concrete slabs, wind screens, picnic tables, barbeque pits, serving tables, trash cans and fabric panel shade structures.

Previous Actions

* On October 1, 2012, by Resolution No. 2012-112, the City Council awarded a construction contract to Calstate Construction, Inc. on the subject project
* On July 16, 2012, by Resolution No. 2012- 085, the City Council authorized the City Manager to approve the plans and specifications and call for bids on the subject project
* On February 17, 2009, by Resolution No. 2009-023, the City Council authorized the application for grant funds from East Bay Regional Parks District under Measure WW, the Park Bond Extension

Committee Review and Actions

This project was presented at the May 9, 2012 City Council Facilities and Transportation Committee meeting.

Applicable General Plan Policies

This project is consistent with General Plan Goal No. 21 - Rehabilitation of existing parks policy.

Permits and/or Variances Granted

The contractor obtained a building permit from the City of San Leandro Community Development Department for installation of the shade structures.

Environmental Review

A CEQA review was completed for the project and it was determined Categorically Exempt in accordance with CEQA section 15301, Existing Facilities. A Notice of Exemption for this project was filed with Alameda County on March 26, 2010.

Code Compliance Review

All improvements meet current ADA accessibility requirements.

Summary of Public Outreach Efforts

* A public meeting was held onsite on August 20, 2011 prior to the start of project design and questionnaires were also sent out by the Recreation and Human Services Department to prior users of the group picnic areas
* This project was presented at the May 9, 2012 City Council Facilities and Transportation Committee
* The conceptual design was posted on the City's website and presented at the San Leandro Farmer's Market on Wednesday, July 18, 2012

Fiscal Impacts

The total cost of the Marina Group Picnic Area renovations project was $988,000. A summary of the site work construction contract with Calstate Construction is listed below:

Calstate Construction Original Contract: $719,500
Change Orders: $64,000
Total Contract Amount: $783,500

Major change orders involved the following: increased concrete slab thickness, deepened storm drain inlet, shade fabric revision, and sandblasted seat wall finish.

Budget Authority

The project was funded using Measure WW grant funds provided by the East Bay Regional Park District, appropriated in CIP Account No. 150-62-107 and approved by City Council as part of the 2010-2011 City budget.
