SUMMARY AND RECOMMENDATIONS

 

This contract provides for the replacement of storefront windows at the Marina Community Center.

 

Staff recommends that the City Council approve a resolution rejecting all bids on the subject project.

 

BACKGROUND

 

The subject project’s scope is to replace four bays of storefront windows along the frontage of the Marina Community Center (MCC) building.  These windows have slow leaks during periods of heavy rain and need replacement.

 

Analysis

 

The project was advertised for bid on June 6, 2014 and bids were opened on Tuesday, July 1, 2014.   Four bids were received ranging from $92,849 to $150,000.  Because the lowest bidder did not include a required Addendum Acknowledgement, the lowest responsible bidder was the second low bidder, Gammas Builders, at $131,300. This bid amount is 65% above the engineer’s estimate of $79,600.

 

Rebidding this project is anticipated to result in bids closer to the engineer’s estimate. Staff plans to modify the construction documents to reduce costs by adjusting contractor license requirements, clarifying window specifications, and modifying project general conditions as appropriate. Staff will call for a new bid and present the results to the City Council this Fall.

 

Applicable General Plan Policies

 

This project is consistent with General Plan Goal No. 52.07 to provide for the ongoing maintenance of City-owned facilities.

 

Environmental Review

 

This project is categorically exempt from CEQA per Section 15301(c) - Existing Facilities. 

 

Summary of Public Outreach Efforts

 

This project was posted on the City’s website and advertised in the Daily Review on June 6, 2014.  Notification of this bid opportunity was also sent to local Builder’s Exchanges as well as contractors who registered with the City to be informed of bidding opportunities.  Bids were opened on July 1, 2014. 

 

After bid opening, staff contacted two bidders and another local glazing contractor to understand the discrepancy in cost between the Engineer’s Estimate and the bids received. 

 

Code Compliance Review

 

A City of San Leandro Building Permit will be obtained for this work.

 

Fiscal Impacts

 

Total project cost is anticipated to be $116,000; including project contingencies and City staff design and construction management costs.  Of this total project cost, the construction cost is anticipated to be $80,000.

 

Budget Authority

 

This project is funded by Facilities Maintenance Funds in CIP account 687-18-135 in an amount of $116,000.  The balance remaining in this account as of June 30, 2014 is $102,924.
