RECOMMENDATIONS

 

Staff recommends that the City Council authorize the City Manager to enter into an agreement with the San Leandro Unified School District (District) for the right to construct on City property located at the San Leandro Sports Complex to improve and expand the parking areas adjacent to the San Leandro Ball Park as part of the District’s San Leandro Sports Complex project.

 

BACKGROUND

 

The District is currently in the design stage for its project to develop the San Leandro Sports Complex.  This project is funded with proceeds from Measure M, the $50.1 million school "health and safety" facilities bond measure passed by San Leandro voters on November 2, 2010. $16,800,000 of the funds has been set aside for this project.  Reconfiguration of the San Leandro Ball Park parking lot is included and is the subject of this agreement.

 

Analysis

 

As part of the District’s planned project, it will build on City property to expand and improve the parking areas adjacent to the San Leandro Ball Park. This agreement will give the District rights to perform the work.  No property rights are being transferred by this action.  A separate Joint Use and Maintenance Agreement is being developed that will be presented to Council for its consideration at a later date.

 

Previous Actions

 

                     On September 17, 1973, by Resolution No. 73-248, the City Council approved an agreement with the District for the creation of the Pacific Recreation Complex

                     On January 14, 1974, Resolution No. 74-14,  the City Council approved a cooperative maintenance and operation agreement between the City and the District for the Pacific Recreation Complex

 

Committee Review and Actions

 

The joint committee of District and City staff known as the Pacific Recreation Complex and Burrell Field Technical Advisory Committee recommended the preparation of this agreement.

 

At its meeting on November 8, 2011, the Facilities and Transportation Committee recommended that the Council authorize the City Manager to enter into an agreement to allow the District to build on City property to expand and improve the parking areas at San Leandro Ball Park as part of its San Leandro Sports Complex project.

 

Applicable General Plan Policies

 

Action 22.03-B: New Sports Complex.  Pursue the development of a major community park and sports facility at a location near the geographic center of San Leandro. In the event a suitable site cannot be acquired or funding for such a project is infeasible, consider upgrades to existing recreational areas (including Burrell Field) to better meet the demand for additional facilities.

 

Fiscal Impact

 

There will be no fiscal impact to the City.
