SUMMARY AND RECOMMENDATIONS

 

This contract provides for the application of preventive maintenance treatments on various City streets in the 2012 and 2013 Asphalt Maintenance Areas. 

 

Staff recommends award of the construction contract to the low bidder, Intermountain Slurry Seal, Inc., in the amount of $848,727.40 for the subject work.

 

BACKGROUND

 

Street sealing is a maintenance activity that can prolong the useful life of streets that are not significantly deteriorated.  The City’s annual street sealing projects typically perform work in one of four Asphalt Maintenance Areas.  However, the subject contract will perform work in two maintenance areas because it is a combination of work from fiscal years 2011-12 and 2012-13.  The two years have been combined because the bids received for the Annual Street Sealing 2011-12 contracts exceeded the engineer’s estimated cost by 40%.  The City Council subsequently rejected the bids for that project.

 

The 2011-12 and 2012-13 Annual Street Sealing Projects will be constructed via two contracts.  This bid and contract is for street segments that are scheduled to receive an application of scrub seal and/or slurry seal.  To maximize the number of potential bidders on this work, a separate bid was done for asphalt rubber cape seal work, which is a specialty only offered by a few contractors in the area.

 

The contract for the asphalt rubber cape seal work will be brought to the City Council under a separate staff report and resolution.

 

Analysis

 

A total of five bids were received on February 19, 2013.  Intermountain Slurry Seal, Inc. submitted the lowest responsive bid at $551,401.15 for the base bid, the cost of which was used as the basis of award.  The pre-bid engineer’s estimate for construction was $679,746.28 for the base bid.

 

The street sealing unit prices are approximately 30% less than those from the bids for the 2011-12 project that were rejected by the City Council in September 2012.  Funding is available to incorporate additive bid items A through D into this contract.

Previous Actions

 

                     On June 4, 2012, by Resolution No. 2012-058, the City Council approved the plans and specifications and called for bids for the Annual Street Sealing 2011-12 project

                     On September 4, 2012, by Resolution No. 2012-099, the City Council rejected the bids received on June 28, 2012 for the Annual Street Sealing 2011-12 project

                     On January 22, 2013, by Resolution No. 2013-003, the City Council approved the plans and specifications and called for bids on the Annual Street Sealing 2012-13 project

 

Committee Review and Actions

 

The streets selected for treatment were recommended for approval by the Facilities and Transportation Committee at its meeting on October 10, 2012.

 

Applicable General Plan Policies

 

This action is consistent with Streets and Highways Goal No. 16 of the General Plan and Action Item 16.03:  Regularly maintain City streets and traffic control devices to ensure that streets operate safely and efficiently.

 

Environmental Review

 

This project is categorically exempt from CEQA per Section 15301(c) - Existing Facilities.

 

Fiscal Impacts

 

The total cost for the combined 2012-13 Asphalt Rubber Street Sealing and Annual Street Sealing projects, including design, contingency and construction management is estimated to be $2,323,829.
