Staffreport

RECOMMENDATION

 

Staff recommends acceptance of the work, filing the Notice of Completion, and upon completion to the satisfaction of the Engineering and Transportation Director of the one-year maintenance period, authorizing the City Manager to release the Maintenance Bond for the subject project.

 

BACKGROUND

 

On March 2, 2009, the City received notice from the East Bay Regional Parks District (EBRPD) of its eligibility for $3,740,998 in Measure WW Park Bond funds.  The funds are for the acquisition and development of neighborhood, community, and regional parks and recreation lands and facilities.  Based on input from City residents, the top ten projects were identified, which included this project.  The poor condition of the asphalt pavement, tripping hazards, and deteriorating exercise equipment were noted as features that the community would like to see improved with Measure WW funding.

 

The project reconstructed the asphalt concrete pathways, constructed concrete pads, installed new exercise equipment, and installed new benches at intervals along the par course pathway.  Some sections of the path were re-aligned and re-graded to meet Americans with Disabilities Act (ADA) standards and to take advantage of views of the San Francisco Bay and San Leandro Marina.

 

The reconstruction included recycling of the old asphalt by grinding the material and using it as base material under the new asphalt surface.  The benefits of recycling included a reduction in the project costs and fewer trips by trucks hauling material to the area. 

 

Analysis

 

Construction began on September 6, 2011.  Construction was completed in compliance with the contract documents.

 

Previous Actions

 

                     On June 6, 2011, by Resolution No. 2011-103, City Council approved the plans and specifications and called for bids for the subject project

                     On July 18, 2011, by Resolution No. 2011-148, City Council awarded the contract to Blossom Valley Construction

 

Applicable General Plan Policies

 

This project is consistent with General Plan Goal No. 21 - Rehabilitation of existing parks policy.

 

Environmental Review

 

Through CEQA review under Class 15, Minor Land Subdivisions, of Title 5, Chapter 1 of the San Leandro Administrative Code, this project was deemed Categorically Exempt.

 

Summary of Public Outreach Efforts

 

Public Meetings were held at the park on numerous occasions and signs were posted prior to and during construction to inform patrons about the construction activities.

 

Fiscal Impacts

 

The total cost of the project was $550,000.  The cost of the construction contract was as follows:

Original Contract                      $402,776.00

Contract Change Orders                     $107,704.51

Total Contract Amount                     $510,480.51

 

Change order items included: purchasing and installing the par course exercise equipment; relocating a water service line; clearing coyote brush; installing additional rip-rap for erosion control; and  purchasing additional benches.

 

The project was funded using East Bay Regional Parks Measure WW funds approved as part of the FY 2010-11 budget in CIP Account No. 150-38-322.

 

Budget Authority

 

The Finance Department confirmed that sufficient funds were available in the aforementioned account for the project.
