RECOMMENDATIONS

 

Staff recommends acceptance of the work, filing of the Notice of Completion, and upon completion to the satisfaction of the City Engineer of the one-year maintenance period, authorizing the City Manager to release the maintenance bond for the subject project.

 

BACKGROUND

 

Two sanitary sewer main pipelines pass beneath the Union Pacific Railroad tracks and cross San Leandro Creek on two parallel bridge structures near the northern end of Preda Street.  The first bridge was constructed in 1938 and the second in 1973. 

 

An inspection of these facilities found one of the bridge structures damaged, possibly from a fallen tree or limb.  Because of their age and their location across the environmentally sensitive San Leandro Creek, further investigation was conducted to determine the condition of the pipes and the bridge structures.  The study identified several bridge components that needed to be upgraded to meet current seismic loading conditions.  To reduce the risk of sewage leaking into the creek below, the pipes were replaced with a joint locking system and flex joint.  These completed improvements will increase system reliability during a significant seismic event.

 

Analysis

 

The project is complete.  All work was completed in compliance with California Department of Fish and Game and Union Pacific Railroad requirements.

Previous Actions

 

                     On July 6, 2009, by Resolution No. 2009-100 the City Council approved a consulting services agreement with Creegan + D’Angelo for the design and environmental plan

                     On February 7, 2011, by Resolution No. 2011-015, the City Council authorized the City Manager to execute a Supplemental Agreement with Union Pacific Railroad to document the existing pipeline crossing its right-of-way

                     On April 4, 2011, by Resolution No. 2011-069, the City Council adopted a Mitigated Negative Declaration, approved the plans and specifications and called for bids for the subject project

                     On May 16, 2011, by Resolution No. 2011-092, the City Council awarded construction of the project to Redwood Engineering Company, the lowest responsive bidder

Policy 52.04: Maintain efficient, environmentally sound, and cost-effective wastewater collection and treatment services in San Leandro.

Environmental Review

 

California Environmental Quality Act (CEQA) Mitigated Negative Declaration was filed with Alameda County pursuant to Section 15301 “Existing Facilities”.

 

Fiscal Impacts

 

The cost of the construction contract was as follows:

Significant change order items include: abatement of existing paint containing low levels of lead; repainting entire structures; and acceleration of the schedule to complete abatement and contract work within permitted period.

 

Budget Authority

 

Funding was appropriated initially in April 2004 for the Sanitary Sewer Line Replacements in Account No. 593-52-121 and additional funds were transferred into the project from 593-52-117 later.
